Davidepe gave you a good answer. I would just like to add that you should never stare into a strange dog's eyes. That is a challenge sign that you want to fight. Also, the dog can sense your fear and it makes them uneasy. If confronted by a strange dog, turn to the side, look away and slowly walk away.
